This unit needs no regional research: a square kilometre is a square kilometre in every district of India. What it needed instead was an answer to a different question, where does the square kilometre actually appear in Indian land administration, and does it agree with itself? It appears only where parcels have been added up, and in two of the places it is added up, the Government of India publishes two figures that do not meet.

Every metric conversion terminates and every imperial one recurs, and that is the opposite of what happens on most pages of this site.
The reason is that exactness has a direction. A foot is defined as 0.3048 metre exactly, so going from feet to metres is a multiplication by an exact decimal and always terminates. Going the other way is a division, and the divisor leaves a factor in the denominator that no power of ten will ever clear. The Square Metre page works that mechanism out in full and this page does not repeat it.
Every other page in this series measures an imperial-derived unit and finds its metric conversions exact. This is the first whose unit is metric, and the exactness runs the other way. Nothing here is approximate: the recurring figures are exact fractions with no last digit, and this page prints them with an ellipsis rather than pretending otherwise.
Two things that table does not say.
No Indian record of rights is written in this unit. A khatauni, a patta, a jamabandi, a record of rights: all of them measure a parcel, and a parcel of one square kilometre is 247 acres. The square kilometre appears in Indian land administration only where parcels have been added up, in a district figure, a forest figure, a state figure.
And where they are added up, two official figures do not meet. India's geographical area is 328.37 million hectares; the area for which land-use statistics can be reported is 305.67 million. The difference (a figure derived here, and published by neither) is 227,000 square kilometres, larger than Gujarat. A difference of the same kind, measured ground against summed records, appears again in forests, from a different department, and the sections below set out both and say which of the two is a quantity.

Every factor is a square kilometre's own size, 10,763,910.41671 square feet, divided by the target unit's. To check any row by hand, take that number, divide, and compare.
Each one comes from a single anchor, the acre at 43,560 square feet, by exact fraction arithmetic. Where a factor recurs, the formula gives the fraction rather than a rounded decimal, because a rounded factor is a wrong instruction rather than an approximate one: the fraction is what has to be carried wherever the arithmetic must close.

Two Official Areas of India, and Why They Differ
The Government of India's paper to the UN Statistics Division on land accounting opens with the national figure:
"India is the 7th largest country in the world with a total geographical area of 328.37 million hectares"
and, a table later, gives the reporting area for land-use statistics: 305.67 million hectares in 2007-08, up from 284.32 million hectares in 1950-51.

Two hundred and twenty-seven thousand square kilometres, 6.91% of the country. Larger than Gujarat (196,024 km²). Larger than Karnataka (191,791 km²). Roughly the area of Uttar Pradesh.
These are not rival measurements. They are answers to different questions.
The geographical area is measured from maps. The reporting area is the sum of the areas for which village papers exist, the land whose parcels have been surveyed, recorded and can therefore be added up.
The paper's own history says so without saying so: coverage grew by 21.35 million hectares between 1950-51 and 2007-08, which is the shape of a records system extending its reach over fifty-seven years, not of a survey correcting an error. Land does not appear; records do.
What this page does not do is explain the residual. The paper does not say what the remaining 22.7 million hectares consists of, and nothing located for this page does either. It is stated here as a measured gap between two published figures, which is what it is.
If you are comparing two area statistics about India and they differ by a few per cent, check which of the two systems each came from before concluding that one is wrong. A figure derived from land-use statistics is a figure about recorded land; a figure derived from the geographical area is a figure about the country. They are both correct and they are not comparable.
The Same Kind of Difference, in Forests, from a Different Department
The Forest Survey of India measures forest by satellite. The states record forest in their revenue books. Both publish in square kilometres, and the India State of Forest Report 2023 defines the two in terms that make clear they are not the same thing.
Forest Cover: "All lands, more than one hectare with a tree canopy density of more than or equal to 10% irrespective of ownership, legal status and land use."

The next sentence of that definition is the important one:
"Such lands may not necessarily be a recorded forest area. It also includes orchards, bamboo and palm."
And in the glossary:
Recorded Forest Area: "Area recorded as forest in Government records."

India's total forest cover is 7,15,342.61 km², or 21.76% of the geographical area (ISFR 2023, p. xiv). That figure counts canopy. A recorded-forest-area figure counts entries in a register. An orchard with 10% canopy is in the first and not the second; a degraded reserved forest with no canopy is in the second and not the first.
FSI gives no single consolidated national figure for recorded forest area in the volume consulted, and this page does not supply one.
7,15,342.61 km² looks like false precision on a satellite estimate. It is not, and the reason is worth a paragraph because it is the clearest example in this series of a published figure whose precision means something exact.
The report states its own method: interpretation "at a scale of 1: 50,000" from "medium-resolution indigenous satellite data, with a spatial resolution of 23.5 m … LISS-III sensor" (p. xiii), and it defines the minimum mappable unit as "the size of the smallest feature of a class that can be reliably mapped (2mm x 2mm) which corresponds to 1 ha on 1:50,000 scale for LISS III" (p. xxvii).
Work that through. Two millimetres at 1:50,000 is 100 metres on the ground; a hundred-metre square is 10,000 m², which is one hectare; and one hectare is 0.01 km².

The second decimal place is the minimum mappable unit. The report is not claiming to know India's forest cover to the nearest hectare in any absolute sense. It is reporting to the finest increment its own mapping rule can produce, and stopping there. That is what a precision statement should look like, and it is unusually disciplined.
(For scale: one hectare is about eighteen LISS-III pixels, each 552.25 m². The limit is the mapping rule, not the sensor.)
India's own total is published in more than one value, and it does not explain the gap
It is sometimes said that gaps like the first one are really disagreements about how big India is. They are not: but establishing that turns up a smaller problem worth stating on its own.
The paper quoted above gives India's total as 328.37 million hectares, which is 3,283,700 km². The figure India publishes generally is 3,287,263 km². They differ by 3,563 km².

Which of the two the Forest Survey uses can be worked out from its own numbers. Forest cover of 715,342.61 km² at 21.76% implies (by a division done here, not by any published statement) a geographical area of 3,287,420 km², and 715,342.61 against the published 3,287,263 km² gives 21.761%. FSI is working from the second figure, to within 157 km².
So there are two disagreements on this page, of very different sizes:

The second is 1.57% of the first. Whatever the 227,000 km² gap is, the disagreement about India's total cannot account for it. The coverage gap is sixty-three times larger. That is a weaker statement than "the departments agree", and it is the one the numbers support.
And the source disagrees with itself as well. The same paper gives the reporting area as "305.27 million hectare" in its prose and 305.67 in Table 1 for 2007-08. This page uses the table figure, because a table is the more considered form and because the series' method is to prefer the more specific statement, but the discrepancy is disclosed here rather than tidied away, and it is a reminder that these are published statistics, not measurements.
The Unit of the Aggregate, Never of the Parcel
Every other unit in this series names a thing someone owns. A kanal is a plot. A cottah is a plot. A bigha is a field. A square kilometre is not a plot: it is 247 acres. For scale, the one agricultural ceiling this series has established from an instrument (Jammu & Kashmir's, at twelve and a half standard acres, set out where the Punjab chain is) is about a twentieth of it. This page has not surveyed other states' ceilings and does not claim a general figure; the point stands on the size alone.
So the square kilometre never appears in a record of rights. It appears one level up, in the documents that add records together:
- Census tables, where district and state areas are published.
- Land-use statistics, where the nine-fold classification of India's reporting area is published.
- The India State of Forest Report, where forest cover is published by state and district.
- Notifications and gazettes defining the extent of a sanctuary, a development authority's area, or a municipal boundary.
That is why both of this page's comparisons are in this unit. A difference between what is measured on the ground and what is written in the records can only show up after the records have been summed, and summing them produces a square-kilometre figure. The unit is not the cause; it is the only place the difference becomes visible.
The two are not the same size and this page does not quantify the second. The land-use gap is 227,000 km², measured. The forest difference is a difference of definition that FSI states and that this page could not put a number on, because the volume consulted gives no consolidated national recorded-forest-area figure. They are alike in kind, measured ground against summed records, and only one of them is a quantity.
What follows for a reader. A square-kilometre figure about Indian land is almost always the output of one of two systems, and the useful question is which. If it came from a survey or a satellite, it describes the ground. If it came from adding up records, it describes the records, and in India those two things differ by an area the size of a large state.

The hectare relation is the one to use. A square kilometre is a hundred hectares by construction, both are metric areas built on the metre, and it is the only conversion on this page with no remainder anywhere. The hectare's own standing in Indian law is set out separately.
The acre relation recurs and always will. An acre is 43,560 square feet, a square kilometre is 10,763,910.4167097223… square feet, and the quotient is 247.1053814671…, exact as a fraction, endless as a decimal. Nothing is lost by rounding it to 247.11 for a district figure; something is lost by rounding it in a chain of conversions, which is why this page's tables carry the figure to more places than anyone needs.
The square mile relation is exact in the other direction. One square mile is 2.589988110336 square kilometres, exactly and terminating, because the mile is a whole number of yards and the yard is 0.9144 metre exactly. Going the other way it recurs. The imperial unit at this end of the ladder is taken separately.
The Small Units
Everything below the hectare converts exactly in the metric direction, because the whole metric chain is powers of ten: 1,000,000 square metres, 10,000,000,000 square centimetres, and no remainder anywhere.
The imperial direction does not. The mechanism is set out in full with the metre (one defined number, 0.3048, whose reciprocal carries a 127 that no power of ten will clear), and this page does not re-derive it. What is worth stating here is the consequence at this scale: a square kilometre in square feet is the fraction 1,562,500,000,000 ⁄ 145,161, so 10,763,910.4167097223… and 1,550,003,100.0062… have no last digit, and this page marks them with an ellipsis rather than rounding them silently.
The exactness is real, it simply runs the other way. The foot has been 0.3048 metre exactly since 1959, so feet convert to metres exactly, which is why every imperial-unit page in this series finds its metric column clean, and why this page, built on a metric unit, finds the reverse.
Three Mistakes That Change the Answer
Comparing a land-use figure with a geographical-area figure. They differ by 227,000 square kilometres for India as a whole, a gap derived here by subtracting one published figure from the other, and the difference is systematic, not an error. Establish which system each figure came from first.
Reading forest cover as recorded forest. FSI's own definition says forest cover "may not necessarily be a recorded forest area" and includes orchards, bamboo and palm. A state's recorded forest area is a different quantity measured a different way.
Rounding 247.105381467 early. For a single district figure it makes no difference. In a chain, square kilometres to acres to bighas to square feet, an early rounding compounds, and this unit is large enough that a hundredth of an acre per square kilometre is 435 square feet.

Why do two government figures for India's area differ?
Because they answer different questions. The geographical area, 328.37 million hectares, is measured from maps. The reporting area for land-use statistics, 305.67 million hectares, is the sum of the areas for which village papers exist. The gap is 227,000 square kilometres, and it narrowed by 21.35 million hectares between 1950-51 and 2007-08 as the records system extended its coverage.
Is that gap a disagreement about how big India is?
No: although India's own documents do disagree about that, on a much smaller scale. The land-accounting paper gives 328.37 million hectares (3,283,700 km²) where the generally published figure is 3,287,263 km², a difference of 3,563 km². That is 1.57% of the 227,000 km² coverage gap, so it cannot account for it. FSI, for its part, is working from the larger figure: its forest cover of 715,342.61 km² is 21.761% of 3,287,263 km².
Is forest cover the same as recorded forest area?
No, and the Forest Survey of India says so in the definition itself: forest cover is "All lands, more than one hectare with a tree canopy density of more than or equal to 10% irrespective of ownership, legal status and land use", and "Such lands may not necessarily be a recorded forest area." One counts canopy; the other counts entries in a register.
How many square kilometres in a square mile?
One square mile is 2.589988110336 square kilometres, exactly and terminating. The reverse recurs: 0.3861021585424… square miles to the square kilometre.

A limit on this page, stated first. Every other page in this series measures how its unit is used by counting a court corpus. This page carries no corpus counts: Indian Kanoon's search endpoint refused every request during the research for it, and an estimated count is not a count. What replaced it is documentary evidence, which for this unit is stronger anyway. The square kilometre's Indian usage is defined by published government statistics rather than by litigation.

Arithmetic. Three definitions are stored and everything else follows from them: the metre, the foot at 0.3048 metre exactly, and the acre at 43,560 square feet. Every figure on this page is a ratio of whole numbers turned into a decimal only at the moment of printing, so the recurring ones are marked as recurring rather than quietly truncated. The conversion core below is re-derived from the acre by a second script that did not write it.
Three figures on this page are derived rather than quoted, and are marked as such where they appear: the 227,000 km² gap, which is the difference between two published figures and appears in neither; the implied geographical area of 3,287,420 km², which is FSI's own two numbers divided by each other; and the 3,563 km² difference between the two national totals this page quotes.
Two disagreements inside the sources are disclosed rather than resolved. The land-accounting paper gives India's total as 328.37 million hectares where the figure India publishes generally is 328.7263 million, a 3,563 km² difference this page states and does not explain. And the same paper gives the reporting area as "305.27 million hectare" in prose and 305.67 in Table 1; this page uses the table figure and says so.
