Housing for All is a goal of the Pradhan Mantri Awas Yojana Assam  Programme, which will be implemented in Mission mode by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) to celebrate India's 75th anniversary of independence in 2022. The following programmatic strands are part of the Mission's plan to meet the housing needs of the urban poor and slum residents:

Pradhan Mantri Awas Yojana Assam Beneficiaries

The goal of the Mission is to provide for the housing needs of the urban poor, particularly those who live in slums. To be considered a slum, an area must have a population of at least 300 people or around 60 to 70 homes in poorly constructed, overcrowded tenements in an unsanitary setting with inadequate infrastructure and no access to clean water.

People in the Economically Weak Section (EWS), the Low-Income Groups (LIGs), and the Middle Income Groups (MIGs) are all recipients (MIGs). Limits on yearly income are set as follows: Rs 3 lakh for EWS, Rs 3–6 lakh for LIG, and Rs 6+–18 lakhs for MIG. Only the Mission's Credit linked subsidy scheme (CLSS) component is available to the LIG and MIG categories of beneficiaries. In contrast, the EWS group is eligible for assistance across all four Mission verticals.

An individual loan applicant will provide a self-certification or affidavit as evidence of income to be classified as an extremely low-income (EWS) or low-income (LIG) beneficiary under the plan.

Spouses and minor children (boys or daughters) are considered beneficiary households. To qualify for central aid under the Mission, the beneficiary family cannot possess a pucca home in their name or the name of any family member in any area of India.

To be eligible for benefits under the system, recipients must have been permanent residents of the urban area as of the date determined by the state or UT.

With an increase of 34% yearly, the number of people living in slums is expected to reach 18 million by the year 2040 Pradhan Mantri Awas Yojana. In addition, there is a proposal to expand the Mission's reach to 2 million low-income urban families outside the slums. As a result, 20 million people's housing needs are included in the new Mission's sights.



From 2015 to 2022, the urban "Housing for All" Mission will give central support to implementing agencies throughout States and UTs to meet the goal of providing safe, decent, and affordable housing to all eligible families and individuals.

Except for the credit-linked subsidy portion, the Mission will be carried out as a Centrally Sponsored Scheme (CSS). Since June 17, 2015, the Mission and its parts have been operational and will continue to do so until March 31, 2022.


Scope and Timeframe

In three stages, we want to cover all 4041 statutory towns listed in the 2011 Census, with a primary emphasis on 500 Class I cities. In the first stage (April 2015 - March 2017), 100 cities will be included from participating States and Union Territories.

  • Additional 200 Cities will be included in Phase II (April 2017 - March 2019).
  • All remaining cities will be included in Phase III (April 2019 - March 2022).
  • However, if there is a resource-backed demand from States/UTs, the Ministry will have some leeway in deciding whether or not to include new cities in the early stages.


The programming funding rate

The program will fund the building of homes with a maximum 30-square-meter carpet area and minimal public services Pradhan Mantri Awas Yojana Assam  . The state may determine the size of homes and other amenities in cooperation with the Ministry but without additional funding from the central government. Water, sewage, roads, electricity, and other essential public services should be provided as part of any slum rehabilitation or affordable housing partnership initiatives. Each home built with a credit-linked interest subsidy and a beneficiary-led construction plan must have access to these essential public amenities. ULBs are responsible for ensuring this happens.

Each mission subcomponent's minimum housing size requirements must meet National Building Code minimums (NBC). State/UTs may adopt a reasonable decision on the area with the agreement of SLSMC if the available area of land does not enable the development of such minimal dwellings as per NBC and if beneficiary consent is available for decreased size of the house. In addition, the Mission requires that all new and enlarged homes provide sanitary plumbing.

Following the National Building Code and other applicable Bureau of Indian Standards (BIS) norms, all homes built as part of the Mission must be structurally safe and resistant to earthquakes, floods, cyclones, landslides, and other natural disasters.

The Mission requires that any homes built or acquired with central funding be registered in the name of the female head of household or the name of the male head of household and his wife. In the rare case of no adult female member of the household Pradhan Mantri Awas Yojana Assam  , the home may be registered in the name of a male member.

The State/UT Government and Implementing Agencies should foster the growth of beneficiary organizations, such as Resident Welfare Associations, to oversee the upkeep of homes constructed as part of the objective.

Houses built or acquired with central assistance as part of the Mission should be registered to the female head or the male head of the household and his wife. In the rare case of no adult female household member, the dwelling unit/house can be registered to the male household member.


Loan Guarantee Program for the Low-Income and Working Classes

Beneficiaries of the Economically Weak Section (EWS) and the Low Income Group (LIG) may apply for housing loans from Banks, Housing Finance Companies, and other similar organizations to build new homes or improve existing ones to qualify for the Credit Linked Subsidy. However, only loans up to Rs. 6 lakhs would be eligible for the credit-linked subsidy, which provides an interest subsidy of 6.5% for 20 years or the duration of the loan, whichever is less.

Each qualified individual may get up to Rs.2.30 lakh in interest subsidies via this program. An NPV will be determined for the interest subsidy using a discount rate of 9%. Borrowing more than Rs. 6,000,000 will incur the standard, unsubsidized interest rate. As a result, beneficiaries will see their effective mortgage loan and EMI decrease after the interest subsidy is applied to their loan accounts at participating financial institutions (EMI).


Key characteristics

Under the new CLSS, those in the Middle Income Group (MIG) with annual earnings between Rs.6.00 lakhs and Rs.18.00 lakhs are eligible for interest subsidies on house loans (MIG Pradhan Mantri Awas Yojana Assam). It's not only those whose applications for home loans have been approved since the first of the year that may have their interest rates lowered.

The husband and wife and their minor children are considered a beneficiary family. Young individuals under 30 who are single and financially independent may also take advantage of the CLSS (MIG) interest subsidy program to purchase or build a primary residence (including a buyback). Women are given priority, with additional consideration given to widows, single working women, and members of historically marginalized groups, including the poor, the elderly, the disabled, and the transgender community.
